Description
We all know that the closing stages of a project can be the most challenging and relationships can be tested. To help you be more effective in the closing stages of your contracts and project closeouts, BCCA has created a brand-new, comprehensive guide. Developed by a taskforce of industry experts, Guide to the Closeout of Construction Contracts and Projects is a comprehensive and in-depth tool that includes practical checklists and recommendations.
 
During the session, you will walkthrough with the expert taskforce that authored the guide. Session content will include project management best practices to help facilitate closing stages of a construction contract and closeout of a project as well as a discussion of subcontractors and suppliers’ rights to progressive release of their holdback. Additional topics will include compliance with the BC Builders Lien Act and the Ready-for-Takeover milestone (introduced in the recently updated CCDC 2-2020 and CCA 1-2021).

Katy Fairley, BCCA & Fairley Strategies| Industry Standard Practices Consultant

Prior to founding Fairley Strategies, Katy was the VP of Business Development for general contractor Kinetic Construction. She brings a wealth of contacts and Association experience to the position through her previous roles as a Board Director at VICA, VRCA, BCCA, and CCA. Katy has served on numerous industry taskforces and committees, including the CCA and BCCA Standard Practices Committee and BCCA Executive Committee.

Fairley Strategies provides strategic advice for procurement, construction delivery methods, and contracts. At a time when construction procurement expertise is eroding and public budgets are stretched to capacity, the need for broader adoption of fair, open, and transparent practices and standard documents is undisputable

Terry Brown, P.GSC, STBR Consulting Ltd. | President
​
An integral member of Greyback Construction Ltd. for 25 years, Terry led commercial, industrial, institutional, and multi-residential projects as Senior Project Manager. In 2009, he retired from Greyback to launch STBR Consulting, his own construction consulting and project management company. Terry has his B.Sc. from the University of British Columbia, and among the many credentials he’s earned, can count accreditation as a Certified Director, a Gold Seal Professional Certified Project Manager (P.GSC) and a journeyman carpenter.

Terry continues to contribute this expertise to the industry with current and past volunteer activities including: BCCA and regional BC construction associations, WorkSafeBC, the CCA National Gold Seal Committee, the Canadian Construction Document Committee, Pentowna Marina Board of Directors, the Canadian Construction Association, the Construction Sector Council, the Canadian Design-Build Institute, the Canadian Apprenticeship Forum, among others. In 2018 Terry was awarded CCA’s Person of the Year and in 2013 he was the recipient of the Queen’s Jubilee Award.

Randy Noble, Houle Electric | Chief Estimator & Regional Manager

Randy Noble started with Houle Electric in 1988 and in the years that followed pursued continuing education to provide the skills he needed to advance in the company.

He began managing projects with the Victoria Construction Division in late 1998 developing to the Construction Division Manager position in 2009. It is typical within Houle for estimators to manage the projects they succeed in winning. As such the depth and breadth of his experience as a project manager is equal to the span of experience listed with his estimating experience.  He has estimated & managed jobs as both an electrical sub trade and as a general contractor. The value of these projects has ranged from small tenant fit outs up to multi-phase projects spanning multiple years and worth millions of dollars.

Randy has been employed with Houle Electric as Chief Estimator since 2020 and is responsible for development of policies and managing oversight of risk mitigation for an annual volume of approximately $600M of quoted work.  He is active with the Electrical Contractors Association and participates as the Chair of the BOBS sub-committee with the BC Construction Association. Randy also regularly contributes as a guest speaker for Construction 101 courses at the Vancouver Island Construction Association.

Eric Lindokken, Kinetic Construction | Project Manager

Eric has 25+ years experience in ICI construction. For the last 17 years, since 2005, he has been in Victoria, BC, working as a Project Manager with Kinetic Construction where he has managed a variety of projects with a focus on health care and seismic rehabilitation. Eric started out his career in Manitoba, earning his BA at the University of Winnipeg, followed by a Diploma in Civil Technology, Design & Construction at Red River College Polytechnic.
